All registrars have a set of Terms of Service (or Terms and Conditions, or Acceptable Use Policy). This is a legal agreement between the registrar as a service provider, and the registrant, the customer registering a domain name. This agreement requires that the registrant does not use the domain name for unlawful purposes.
When a customer places a web site on a domain name, and uses name servers to resolve access that web site, then they are using the domain name for their own purposes. If the web site contains information that is unlawful, such as a pharmacy fraud, then the customer is breaking the registrar's terms of service - using the domain name for unlawful purposes. Most law abiding registrars, when aware of the abuse, will take measures to suspend the service to the registrant, in keeping with the terms of service.
To reduce the effort required by registrars to research the fraud associated with domain names, much work has been carried out to document the fraud. The research is available to registrars, to law enforcement, and the general public at the web site
