It's hard to believe that scam is still operating after being fined twice by the FTC. It's not free at all -- you end up subscribed to their credit monitoring service, which is difficult to cancel.

Americans are entitled to a free credit report via the FTC's website. There's a pretty full explanation here:

They only vet affiliates via email applications, which seems a bit dodgy, but I doubt they would have been in operation that long without serious scrutiny if they were not legitimate. The site was registered in the UK, and the site is hosted by Rackspace in Houston, TX.
